Bihar @ 2047 Vision Echoes in Bengaluru: IPS Vikas Vaibhav Inspires Developed Bihar Pledge

Bengaluru, December 22, 2025: In a significant gathering of entrepreneurs, policymakers, and investors, Bihar’s industrial roadmap for 2047 was outlined at the third season of the Bihar @ 2047 Vision Conclave held in Bengaluru. IPS Vikas Vaibhav, a senior officer and humanitarian thinker, played a key role in inspiring participants with a vision for a developed, inclusive Bihar.

Government’s Commitment to Investors and Startups
Bihar’s Industry Minister, Dilip Kumar Jaiswal, reaffirmed the state government’s commitment to creating a robust and secure environment for investors and startups. He emphasized policy reforms, institutional support, and administrative sensitivity as the foundation for a business-friendly ecosystem. Addressing the conclave, Jaiswal said that the government is not only focused on “ease of doing business” but also on ensuring “security of business.”

Formation of Bihar Industrial Security Force (BISF)
In line with these efforts, the minister announced the formation of the Bihar Industrial Security Force (BISF), modeled after the Central Industrial Security Force (CISF). BISF aims to safeguard industrial establishments, provide institutional protection, and strengthen confidence and stability across the state’s industrial sector. Jaiswal also praised IPS Vikas Vaibhav for his vision and dedication, highlighting that while many officials work primarily for personal gain, Vaibhav is among the rare leaders who serve society selflessly.

Vikas Vaibhav’s Address
During the program, IPS Vaibhav urged stakeholders to rise above caste, community, and religion to revive Bihar’s historical and cultural heritage. He emphasized entrepreneurship, startups, and collective citizen participation as crucial drivers for the state’s development. He also outlined upcoming initiatives, including the proposed Bihar Development Summit 2026 in Hyderabad and New Delhi, calling for widespread engagement from all sectors.

Participation from Leaders and Global Delegates
The conclave saw active participation from Bihar legislators, including Mithilesh Tiwari, who highlighted the need for a strong industrial and skill development ecosystem, and Rajeev Ranjan Singh, who stressed the importance of local opportunities in inclusive economic growth. Hosted by Oxford College of Science, Arts, Commerce, and Management, the event drew over 1,000 participants from India and abroad, including entrepreneurs, IT professionals, industrialists, thinkers, and startup representatives. Delegates from the United States, United Kingdom, Hong Kong, Vietnam, and Singapore also attended, reinforcing the global interest in Bihar’s developmental journey.

The conclave marked a significant step in shaping Bihar as a preferred destination for investment, innovation, and inclusive growth, underlining the vision of a developed Bihar by 2047.
