Though the BJP has secured the Home Department after decades of effort, some observers suggest that this is more a symbolic win. Nitish Kumar, while handing over the Home Ministry to the BJP, has retained the Department of General Administration under his control—a strategic move that keeps the proverbial “keys to every lock” in his hands.
Clout Over Bureaucracy
The Home Minister may hold authority in theory, but in practice, any dispute between the Home Secretary and the Home Minister ultimately reaches the Chief Minister. By keeping General Administration, Nitish retains control over IAS postings, promotions, transfers, and departmental appointments. This ensures that bureaucratic power remains firmly under his influence.
BJP leaders may enjoy symbolic control, but real administrative authority—especially over transfers, postings, and the inner workings of departments—resides with Nitish Kumar. As some ministers admit, the Chief Minister can manage departments through the secretaries, a style of governance he has perfected over the years.
Reporting to the CM
When a department fails to meet expectations, Nitish’s mantra is simple: “Secretary, you will report.” Many incidents have shown that he monitors departmental transfers and files closely, especially in the Revenue Department. Even conflicts between the Home Secretary and Home Minister eventually reach the CM’s desk.
Home Ministry: A Double-Edged Sword for BJP
By taking charge of the Home Department, the BJP now shoulders responsibility for law and order. Effective crime control could enhance their political standing, while failure might revive the “Jungle Raj” narrative associated with opposition parties. Meanwhile, Nitish Kumar strengthens his position among peace-seeking voters by maintaining overarching administrative authority.
In short, the Home Ministry may be with the BJP, but the ultimate control—the real “power factor”—remains firmly with Nitish Kumar.
