
Dehradun: In a remarkable achievement, Uttarakhand has strengthened its position as one of India’s most business-friendly states by winning five top national awards under the Business Reform Action Plan (BRAP) 2024. These recognitions, the highest received by any state or Union Territory, highlight Uttarakhand’s rapid transformation into a preferred destination for industrial investment under the leadership of Chief Minister Pushkar Singh Dhami.
The awards were presented during the ‘Udyog Samagam 2025’ held in New Delhi, where Union Minister of Commerce and Industry Piyush Goyal felicitated State Industries Secretary Vinay Shankar Pandey and Director General & Commissioner of Industries Dr. Saurabh Gaharwar. Union Minister of State Jitin Prasada was also present on the occasion.
Five Major Reform Achievements
Uttarakhand received the Top Achiever status in the following five key categories of business reform:
- Business Entry
- Construction Permit Enablers
- Environmental Registration
- Investment Enablers
- Labour Regulation Enablers
This milestone marks a significant leap in Uttarakhand’s Ease of Doing Business (EODB) journey — from being ranked 23rd in 2015 to becoming one of the top-performing states in 2024.
Digital Transformation Driving Growth
Industries Secretary Vinay Shankar Pandey credited the achievement to the visionary leadership and continuous supervision of CM Dhami, stating that the state’s success stems from complete digitalization of business processes.
“Uttarakhand has simplified the system for online applications, real-time tracking, approvals, renewals, and incentive disbursements,” Pandey said.
He further highlighted that over 200 services across more than 20 departments — including Revenue, Labour, Development Authorities, Forest, Irrigation, Jal Sansthan, and Electricity — are now available through a single-window clearance system, ensuring transparency and efficiency.

Expressing pride over the achievement, Chief Minister Pushkar Singh Dhami said:
