
The winter session of the Uttar Pradesh Legislative Assembly resumed on Monday at 11 AM, continuing until 24 December. Both the ruling party and opposition are set to utilize the session fully to communicate their positions to the public.
Discussion on 150 Years of ‘Vande Mataram’
After the presentation of the supplementary budget, the Assembly will hold a special discussion to mark the 150th anniversary of the national song ‘Vande Mataram’. The session is expected to last around four hours. The Assembly will pass a resolution acknowledging the song’s historical and cultural contribution to India’s national identity, patriotism, unity, and cultural consciousness. Recently, both the Lok Sabha and Rajya Sabha also discussed this milestone.
Supplementary Budget Presentation
A cabinet meeting, chaired by Chief Minister Yogi Adityanath, is underway to approve the supplementary budget for the financial year 2025-26. The budget, estimated between Rs 25,000 and 30,000 crore, will be formally presented in the Assembly after approval. Last year, a supplementary budget of Rs 17,865 crore was presented in December. The new allocation is expected to accelerate various development projects in the state.
Impact of Delay in Central Funds
Due to the non-receipt of central funds, several critical schemes, including the Jal Jeevan Mission, were affected. The state government will provide funding through the supplementary budget to ensure continuity and smooth implementation of these schemes. Additionally, following the closure of the Atal Bhujal Mission by the center, the state will allocate its own resources to maintain ongoing operations.
Session Highlights and Expected Debates
- The supplementary budget will be presented at 12:20 PM, followed by a discussion on the Vande Mataram Bill.
- Deputy CM Brajesh Pathak confirmed that discussions on the budget and responses to opposition questions will take place.
- The opposition, particularly the Samajwadi Party, may protest over the codeine cough syrup issue. CM Yogi had previously criticized the party on this matter.
- UP BJP State President Pankaj Chaudhary has briefed party members on strategy, ensuring full preparedness for the proceedings in both Assembly and Legislative Council.
The second day of the winter session promises robust debate, budget discussions, and cultural recognition with the focus on Vande Mataram’s enduring legacy.
