
Patna, Bihar: The introduction of the University Grants Commission (UGC) 2026 guidelines has sparked a heated political debate in Bihar, with opposition parties preparing to corner the NDA government led by Chief Minister Nitish Kumar during the upcoming Assembly session. The budget session, beginning on 2 February, is expected to serve as a litmus test for the ruling coalition amid rising dissent over the new UGC directives.
A Mandal-Like Divide?
The new guidelines have once again highlighted social divisions in the state. Supporters argue that the directives are a progressive step toward social justice, ensuring that higher educational institutions curb caste-based discrimination. They are expected to particularly benefit students from Scheduled Castes (SC), Scheduled Tribes (ST), socially and educationally backward classes, and economically weaker sections.
However, critics view the guidelines as potentially harmful to general-category students, warning that they could face false allegations that may jeopardize their academic and career prospects. The debate is intensifying, setting the stage for fierce political clashes in the Bihar Assembly.
Political Dynamics
Even before the session begins, political parties are aligning themselves to leverage the guidelines for their respective agendas. Notably, allies of the ruling NDA government have remained tight-lipped on the matter, while opposition leaders are using the issue to rally support and even publicly thank Prime Minister Narendra Modi for the directives—a rare show of bipartisan alignment on education reforms.
Voices from the Opposition
Senior RJD legislator Bhai Virendra hailed the new guidelines, stating, “These directives must be implemented. Those opposing them are against social progress and do not want children from poor, Dalit, and marginalized communities to advance. This is a crucial step to strengthen social justice.”
Similarly, Jan Shakti Janta Dal chief Tej Pratap Yadav emphasized that the new regulations aim to ensure equality in universities. “The committees set up under these guidelines will hear complaints from SC, ST, and OBC students and resolve them within a set timeframe. This strengthens both rights and equality. Our party welcomes and supports this historic reform, keeping in mind the welfare of marginalized students.”
Rising Dissent Within BJP
Even within Bihar BJP, there are undercurrents of dissent and support regarding the new UGC guidelines. While party leaders have publicly remained silent, insiders acknowledge growing concern that without balanced representation in committees, justice may remain superficial, and institutional disputes may persist, creating an environment of uncertainty in educational institutions.
As Bihar prepares for the Assembly session, the UGC guidelines are likely to dominate political discourse, testing both the NDA government’s stability and the opposition’s ability to capitalize on a unifying social issue.
