Rajasthan’s Complaint Redressal System Under Spotlight: Small Districts Outperform Jaipur on 181 Portal

Jaipur: The latest data from the Rajasthan Sampark Portal (181 complaint redressal system) has revealed a striking trend—smaller and mid-sized districts are resolving public complaints faster and more efficiently than major cities, while the state capital Jaipur has emerged as the weakest performer in terms of pending cases and resolution percentage.

The findings have raised serious questions about the efficiency of complaint handling in Rajasthan’s largest urban centres, despite their access to better resources and infrastructure.

Recently, Chief Minister Bhajanlal Sharma personally reviewed grievances on the Rajasthan Sampark portal and instructed officials to ensure quick and effective resolution of public complaints.

Sawai Madhopur Tops the State in Complaint Resolution

Between March 23 and December 31, 2025, Sawai Madhopur district achieved the highest complaint disposal rate in Rajasthan.

Out of 88,605 registered complaints, the district successfully resolved 84,363 cases, achieving a remarkable 95.21% resolution rate.

Officials said the district’s success reflects strong administrative monitoring and fast decision-making, even with limited resources.

Top 5 Districts in Complaint Disposal

As per the portal statistics, the top-performing districts based on complaint resolution percentage were:

RankDistrictTotal ComplaintsResolvedResolution Rate
1Sawai Madhopur88,60584,36395.21%
2Bharatpur95,33090,72995.16%
3Tonk95,27690,46694.95%
4Bhilwara1,04,08999,10795.21%
5Alwar86,89382,43394.87%

Alwar, Bharatpur and Tonk Show Strong Governance

Districts like Alwar, Bharatpur, Tonk and Bhilwara displayed impressive performance with resolution rates above 94.8%.

Officials attributed the high disposal rate to strict field-level monitoring, faster verification procedures, and improved accountability at the local administrative level.

Jaipur Performs Worst, Records Highest Pending Complaints

Despite being Rajasthan’s capital and having the largest administrative machinery, Jaipur ranked lowest in terms of performance.

Jaipur recorded a complaint resolution rate of 93.56%, with a massive 18,536 complaints still pending, the highest in the state.

Similarly, other large districts also fell behind smaller districts in performance.

Worst Performing 5 Districts

RankDistrictTotal ComplaintsResolvedResolution Rate
1Jaipur2,87,9172,69,38293.56%
2Jodhpur1,77,3191,66,51993.91%
3Sikar92,96087,83794.49%
4Kota94,67489,68494.73%
5Dausa1,01,12896,53495.45%

Heavy Workload a Major Reason Behind Jaipur’s Poor Performance

Experts believe that Jaipur’s poor ranking is largely due to the heavy volume of complaints. While Jaipur recorded the highest number of resolved cases in absolute terms, it lagged behind in percentage and had the largest backlog of pending complaints.

This indicates that larger cities may require special reforms, better manpower allocation, and stronger monitoring mechanisms to keep up with growing citizen grievances.

Rajasthan Sampark Emerging as a National Model

Rajasthan’s Chief Secretary V. Srinivas described the Rajasthan Sampark grievance system as one of the best administrative models at the national level.

He said the system is regularly reviewed by the Chief Minister and ensures timely redressal of public issues.

According to him:

  • Around 2.5 to 3 lakh complaints are resolved every month
  • On several days, more than 10,000 complaints are disposed of
  • Average resolution time is 14 days
  • Citizen satisfaction level has reached 63%

Government to Focus on Urban District Reforms

The data has highlighted a clear performance gap between rural and urban districts. The Administrative Reforms Department is expected to take corrective measures in big cities like Jaipur and Jodhpur to improve grievance disposal rates and reduce pending complaints.

With public expectations rising and complaint numbers increasing rapidly, the Rajasthan government now faces the challenge of ensuring that major cities do not lag behind in delivering fast and transparent governance.
