‘Pragati’: CM Yogi Highlights New India’s Work Culture, Transforms UP’s Infrastructure Landscape

Lucknow, January 14, 2026: Uttar Pradesh Chief Minister Yogi Adityanath on Tuesday elaborated on the transformative administrative model Pragati (Pro-Active Governance and Timely Implementation), calling it a vivid example of New India’s work culture. Addressing a special press conference, he said Pragati is not merely a platform to review large infrastructure projects but a symbol of a proactive, accountable, and technology-driven governance system.

CM Yogi traced the roots of Pragati to 2003, when it began in Gujarat as SWAGAT (State Wide Attention on Grievances by Application of Technology), aimed at transparency and accountability in addressing citizen complaints. The model later evolved nationally as Pragati, strengthening the Team India approach in mega infrastructure projects, social schemes, and system reforms.

Governance Reforms at the Core

According to CM Yogi, Pragati has shifted governance from a file-centric to a field-oriented results culture, ensuring faster decision-making, reduced wastage of time and resources, and effective center-state coordination. He emphasized that the model combines intent, technology, and accountability, delivering measurable results through inter-ministerial and inter-departmental coordination.

National Impact

Since its implementation, projects worth over ₹86 lakh crore have been expedited. The Prime Minister personally reviews 377 major projects, while 2,958 out of 3,162 issues have been resolved, reflecting administrative reliability.

UP as a Growth Engine

In Uttar Pradesh, Pragati has been a game-changer, positioning the state as a leading infrastructure hub. Key achievements include:

  • Extensive expressway network
  • Largest railway network in the country
  • Metro connectivity across multiple cities
  • Improved air connectivity and India’s first rapid rail project
  • Inland waterways and ropeway projects

UP currently manages 330 projects worth ₹10.48 lakh crore, spanning transport, energy, urban development, health, and industrial growth. Of these, 128 projects worth ₹2.37 lakh crore are completed, while 202 projects worth ₹8.11 lakh crore are progressing on schedule.

Inter-Agency Coordination

Pragati has facilitated timely resolution of inter-departmental bottlenecks, bringing revenue, pollution control, forest, urban development, and Panchayati Raj departments onto a single platform. In UP alone, 96% of 515 issues and 97% of 287 Pragati-specific issues have been resolved, demonstrating administrative efficiency and decisive leadership.

CM Yogi emphasized that Pragati has accelerated project execution, reducing processes that once took years to months or days, thereby strengthening investor confidence and transforming Uttar Pradesh into a national infrastructure leader.
