
Patna: Riding high on a decisive electoral victory, Bihar Chief Minister Nitish Kumar has launched the third phase of his flagship development initiative, ‘7 Nischay Part-3’, promising to usher in a new era of growth and prosperity in the state. This announcement marks a continuation of the government’s sustained focus on governance, development, and inclusive progress, building on the success of the first two phases of the program.
“Since assuming office on 24 November 2005, our government has ensured the rule of law and consistently worked toward development across all sectors and communities. After successfully achieving the goals of 7 Nischay (2015-2020) and 7 Nischay-2 (2020-2025), Bihar is now ready to enter the league of the most developed states with the implementation of 7 Nischay-3,” said CM Nitish Kumar.
Key Highlights of 7 Nischay Part-3:
- Double Employment – Double Income:
The first focus area aims to double per capita income in Bihar. Initiatives include the Chief Minister’s Women Employment Scheme, which provides ₹10,000 to women for self-employment, with additional support of up to ₹2 lakh for scaling their ventures. A priority list of 9.4 million economically disadvantaged families, identified through a 2023 socio-economic survey, will benefit from employment programs and financial assistance. Over the next five years, the program aims to create job opportunities for 1 crore youth. - Prosperous Industry – Empowered Bihar:
The second goal focuses on industrial growth and investment. Three high-level committees under the Chief Secretary’s leadership aim to transform Bihar into a tech hub of eastern India, attracting both established entrepreneurs and young talent. Efforts include developing industrial zones across districts, reviving nine closed sugar mills, establishing 25 new mills, and promoting MSMEs and local product exports. The target is ₹50 lakh crore in private investment over five years. - Agricultural Progress – Prosperity for the State:
The third initiative prioritizes farmer income and agricultural growth. The fourth Agricultural Roadmap (2024–2029) will be accelerated, with a special focus on Makhana cultivation, dairy, and fisheries. Every village will have dairy production committees, and “Sudha” sales centers will be established in each panchayat, alongside enhanced irrigation coverage. - Advanced Education – Bright Future:
This focus area establishes a separate higher education department. Renowned institutions will be developed as Centers of Excellence, and a new Education City will be constructed to provide world-class educational opportunities. - Accessible Healthcare – Safe Life:
Bihar will develop community health centers into specialty hospitals and district hospitals into super-specialty centers. Public-private partnerships will enhance medical education and healthcare delivery. Incentives will be provided to doctors serving in remote areas, while private practice by government doctors will be restricted to improve rural health access. - Robust Infrastructure – Modern Expansion:
Urban development, affordable housing, and sustainable energy initiatives, including rooftop solar panels, will be prioritized. Five new expressways, rural road expansion, and tourism infrastructure development are planned, including a Film City and world-class sports city in Patna. Existing schemes under 7 Nischay-2 will be accelerated and completed. - Respect for All – Ease of Living:
The final initiative emphasizes good governance, innovation, and technology to make daily life easier for all citizens. The CM expressed confidence that the implementation of 7 Nischay-3 will help Bihar achieve its vision of becoming one of India’s most developed states.
With 7 Nischay Part-3, Nitish Kumar aims to set a new benchmark in governance, ensuring inclusive growth, industrial prosperity, agricultural progress, quality education, healthcare access, modern infrastructure, and ease of living for every Bihari.
