Congress Sees Hope in MGNREGA Movement, History Also in Its Favor

Congress has announced a nationwide movement against the attempt to rename the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) as VB-G RAM G (Viksit Bharat Guarantee for Rural Employment and Livelihood Mission). The party claims that this is an attack on the very soul of MGNREGA, which it views as a lifeline for the rural poor. Congress is hoping to capitalize on this issue to strengthen its political base in rural India.

Congress’s Stand on the Legal Guarantee

The Congress party alleges that the government’s efforts to rename and restructure MGNREGA are aimed at weakening its legal guarantee. The party argues that MGNREGA is not just a jobs scheme but a vital lifeline for rural poor, particularly Scheduled Castes, Scheduled Tribes, and other backward communities. It warns that under the new framework, VB-G RAM G, there is a risk of losing the legal guarantee for employment, timely wage payments, and the commitment to providing work based on the needs of the people.

Congress Plans a Nationwide Campaign

In order to politically capitalize on this issue, Congress has prepared an extensive program, spanning from Panchayats to Parliament, for the next month and a half. Congress President Mallikarjun Kharge and Leader of Opposition Rahul Gandhi will personally send letters to Gram Pradhans, former Gram Pradhans, employment workers, and MGNREGA laborers, urging them to support the movement.

Finding the Right Issue for Ground Impact

In recent years, Congress has attempted nationwide campaigns on issues like “vote theft” and the SIR (Special Investigation and Review) matter, but these had limited grassroots impact, especially after their loss in the Bihar Assembly elections. Therefore, the party is now seeking an issue that directly affects people’s livelihoods, and MGNREGA fits this criterion perfectly.

History on Congress’s Side

It is widely believed that Congress’s return to power in 2009 was largely due to the success of MGNREGA. The party hopes to activate this social base once again, especially in states like Uttar Pradesh, where Congress has been weak for years. MGNREGA is now seen as a tool to rebuild the party’s political foundation in rural areas.

Pressure on the Government

Congress wants to pressure the government to refrain from tampering with the core principles of the MGNREGA. Party leaders argue that if they can unite various social groups around this issue, the movement could gain significant momentum.

Opportunity and Test

The question remains whether this strategy will prove as effective as Congress expects. The political environment today is very different from that of 2009. The central government is rebranding its programs under the “Developed India” narrative, which some sections of the population view positively. Congress will have to prove that VB-G RAM G weakens MGNREGA rather than making it more effective.

Overall, the MGNREGA versus VB-G RAM G legal issue is both an opportunity and a test for Congress. If it successfully engages with laborers and highlights their concerns and fears, this campaign could help the party regain relevance in rural India.
