Bihar Industries Minister and BJP State President Dr. Dilip Jaiswal received a grand welcome during his visit to Kishanganj on Sunday. Speaking to the media, he declared that the new government is committed to creating district-level industrial networks to ensure that youth no longer need to migrate outside Bihar in search of employment.
Employment & Rule of Law Are Top Priorities
Addressing party workers and the press, Dr. Jaiswal said:
“Employment and rule of law are the top priorities of the state government. I am preparing a roadmap within a week to ensure that every youth in Bihar gets job opportunities within the state itself.”
He emphasized that the government’s aim is to end unemployment and stop mass migration by promoting local industries under the ‘Vocal for Local’ initiative.
Key Decisions Expected at 25 November Cabinet Meeting
Dr. Jaiswal revealed that the first Cabinet meeting of the new government will be held on 25 November, where critical decisions on building an industrial network across Bihar will be finalized.
He also confirmed a proposed meeting with Union Minister Piyush Goyal on the same day to discuss industrial expansion, investment opportunities and strategies to attract major investors to the state.
“Government Jobs for All Not Possible”
Acknowledging the limitations of government employment, the minister said:
“It is not possible for the government to give jobs to everyone. Therefore, we are focused on creating large-scale employment through industrial development.”
He noted that the Labour Department has introduced new laws to support this mission and that the government will soon draft an action plan to address industrial challenges and remove bottlenecks within a month.
District-Level Industrial Units to Be Established
Dr. Jaiswal outlined the government’s plan to establish industrial units in every district, forming a strong statewide industrial ecosystem that will support manufacturing, services and MSME growth.
The initiative aims to create thousands of jobs locally and stimulate regional economic development.
Special Plan for Landlocked Challenges
Bihar’s geographical limitation as a landlocked state has often hindered large-scale industrial development. To tackle this, Dr. Jaiswal said that the government will develop a special strategy to overcome these structural challenges and improve logistical infrastructure.
Bihar Considers Setting Up Semiconductor Industry
In a major announcement, the minister stated that the state government is seriously considering establishing a semiconductor manufacturing industry.
Suitable sites along the Ganga and Kosi riverbanks are being evaluated since semiconductor production requires abundant water — a resource Bihar has in plenty.
“Law and Order Will Be Restored”
Highlighting his extensive 49-day tour of all 38 districts as BJP State President, Jaiswal said he gathered feedback from workers and strengthened party coordination to help form the NDA government again.
Referring to a recent police encounter with a notorious criminal in Begusarai, he said:
