The appointment of CK Anil as Principal Secretary of the Revenue and Land Reforms Department has intensified speculation that the CM’s “keen oversight” is now directed toward the department’s minister, Deputy Chief Minister Vijay Kumar Sinha.
Historical Frictions Resurface
The relationship between CM Nitish Kumar and Deputy CM Vijay Kumar Sinha has often seen public and political friction. Sinha, who once made headlines for his statements during assembly debates about honoring former Prime Minister Atal Bihari Vajpayee’s vision, has previously faced scrutiny over his statements and actions. Political analysts suggest that the posting of CK Anil is part of a strategic move to ensure administrative discipline in a department that has historically been mired in controversy.
Revenue Department Under the Scanner
The Revenue and Land Reforms Department has long attracted attention due to allegations of corruption and irregularities in transfers. The department handles a significant volume of official business, making it politically sensitive. CM Nitish Kumar has, on multiple occasions, intervened to cancel transfers, leading to dissatisfaction among ministers.
- June 2020: Around 255 circle officers and 400 other officials in the department were slated for transfers. The transfers were halted by then Principal Secretary Deepak Kumar amid complaints of irregularities and allegations of financial misconduct. The CM personally reviewed the files to investigate possible violations by then Revenue Minister Ramnarayan Mandal.
- July 2022: Transfers announced on 30 June 2022 were blocked by the CMO, causing discontent for Revenue Minister Ramsurat Rai. While he accepted the CM’s prerogative to review transfers, he expressed that the move reduced his direct engagement with the public.

The posting of CK Anil as Principal Secretary is widely seen as a measure to tighten administrative control over Deputy CM Vijay Kumar Sinha, who is reportedly known for a short temper. Analysts suggest that Anil’s appointment may restrict ministerial discretion, ensuring strict adherence to protocols within the department.
