Bihar Records Decline in Crime Rates; Nitish Government Counters Tejashwi Yadav’s Crime Bulletin

The Nitish Kumar-led Bihar government has released its annual crime data, claiming a significant decline in major criminal incidents across the state. The report, presented jointly by the Home Department and Bihar Police, appears to be a direct rebuttal to Opposition leader Tejashwi Yadav’s periodic “crime bulletins,” which have frequently questioned the state’s law-and-order situation.

According to the official data, murder cases in Bihar have declined by 7.72 percent, incidents of dacoity by 24.87 percent, and riot-related cases by 17.97 percent compared to previous years. The government asserted that the figures reflect improved policing, stronger intelligence mechanisms, and proactive law enforcement.

Women’s Crime Rate Nearly Half of National Average

One of the key highlights of the report is the data related to crimes against women. The Bihar government stated that the crime rate against women in the state stands at 37.5, which is nearly half of the national average of 66.2, as per the National Crime Records Bureau (NCRB) 2023 data.

Similarly, the crime rate against Scheduled Castes and Scheduled Tribes in Bihar is 8.5 percent, significantly lower than the national average of 12.4 percent. The charge-sheet filing rate in such cases has reached 87.9 percent, indicating faster investigation and prosecution, officials said.

Home Department Credits Strong Policing and Intelligence Network

Addressing a press briefing, Additional Chief Secretary (Home) Arvind Kumar Chaudhary, Director General of Police Vinay Kumar, and senior officials including Home Secretary Pranav Kumar and Special Secretary K.S. Anupam said that improved police deployment and intelligence-led operations have helped prevent several serious crimes even before they could occur.

They emphasized that maintaining “rule of law” remains the government’s top priority.

Crackdown on Criminals and Illegal Assets

The report revealed that 25 notorious criminals were detained under preventive detention laws during the year. Under relevant provisions of the BNSS, properties allegedly acquired through criminal activities were identified in cases involving 1,419 criminals. Proposals for property confiscation have been sent to courts in 405 cases, with confiscation proceedings underway in 70 cases and final orders already issued in three cases.

Between January and November, preventive action was taken against over 12.5 lakh individuals, while bonds were executed from 3.81 lakh people. Under the Crime Control Act (CCA), 1,949 individuals were externed from districts or police station limits.

Arrests, Seizures and Communal Harmony

During the same period, police arrested 3.35 lakh accused in serious crimes including murder, dacoity, robbery, SC-ST atrocities, and rape cases. Law enforcement agencies also seized 4,528 illegal firearms and 28,414 rounds of ammunition.

In an effort to curb communal tensions, prosecution approval was granted in 437 cases related to communal incidents during 2024 and 2025.

Focus on Women’s Safety and Police Strengthening

To enhance the safety of female students, the government has formed “Abhay Brigades” at the police station level, consisting of three personnel including two women constables. A proposal to procure 2,000 scooters for women police personnel is also underway.

Women help desks have been established in 855 police stations, with transgender individuals also assigned support roles to assist complainants.

On the manpower front, recruitment of 21,391 constables was completed in June this year, while the process to appoint an additional 19,838 constables is currently underway. Recruitment of 4,361 driver constables concluded on December 10, and a written examination for 1,799 sub-inspector posts is scheduled for January 2026. Recently, 1,218 sub-inspectors graduated from the Bihar Police Academy in Rajgir.

Political Context

The crime data comes amid persistent political attacks by Opposition leader Tejashwi Yadav, who has repeatedly accused the Nitish Kumar government of failing to control crime. By releasing detailed statistics and operational data, the state government has sought to project an image of improved law and order and counter the opposition’s narrative.
