₹3.1 Million Fine Over Live-in Relationship: Alleged Caste Panchayat Threats and Social Boycott in Rajasthan’s Jalore

A disturbing case of alleged social boycott and economic coercion has emerged from the Bhinmal area of Jalore district, where a family has accused members of a community council of imposing an illegal fine of ₹31 lakh over a live-in relationship and threatening them with expulsion from society.

According to the complaint, seven alleged panchayat members of the Mali community declared a social boycott against the family after a young man entered into a consensual live-in relationship with a woman. The family claims they have been subjected to continuous threats, mental harassment, and pressure, not only against them but also against those who extended support.

Dispute Rooted in Live-in Relationship

In a written complaint submitted to the Superintendent of Police, the complainant Babulal stated that his brother-in-law had been living in a live-in relationship with a woman and that both parties executed a mutual consent affidavit on August 26, 2025. Following this, members of the woman’s family and some individuals from the community allegedly began issuing threats to their lives.

High Court Protection Ignored, Family Alleges

Due to persistent threats, the couple approached the Jodhpur High Court, which directed the concerned police authorities to provide security and protection. Despite these court orders, the complainants allege that an informal community panchayat was convened in Bhinmal, where punitive and unconstitutional decisions were imposed.

Panchayat Verdict: Fine, Boycott, and ‘Hukka-Pani Band’

The alleged panchayat reportedly imposed a ₹31 lakh fine on the young man. In addition, Pancharam Mali, a relative who supported the couple, was declared socially boycotted and subjected to the traditional practice of “hukka-pani band” (complete social exclusion).

When the family opposed the decision, they were allegedly threatened with complete expulsion from the community. Pancharam Mali stated that speaking out against the panchayat resulted in social humiliation and severe mental distress for his entire family. He further alleged that pressure was mounted to pay ₹11 lakh as a condition for re-entry into the community.

Police Complaint Followed by Fresh Threats

After the panchayat decision, a formal complaint was lodged on January 9 at the Bhinmal police station against the seven alleged panchayat members. However, the family claims that after recording their statements on January 20, they were again threatened with harsher penalties and permanent social exclusion if they pursued legal action.

Appeal to SP, Investigation Underway

Distressed by continued intimidation, the victim family and their relatives appeared before Jalore SP Shailendra Singh on Wednesday, seeking police protection, a fair investigation, and strict legal action against those responsible.

Police officials have confirmed that an investigation has been initiated based on the complaint registered at Bhinmal police station. Authorities have assured the family of necessary security and stated that the case will be examined impartially in accordance with the law.

The incident has once again raised serious questions about the persistence of extra-constitutional community punishments and social boycotts, despite clear legal protections for adult consensual relationships in India.
