Winter Session of Parliament Adjourned Indefinitely; Lok Sabha, Rajya Sabha Productivity Exceeds 100%

New Delhi: The Winter Session of Parliament, which commenced on 1 December, was adjourned indefinitely on Friday. During the sixth session of the 18th Lok Sabha, a total of 10 government bills were introduced, out of which eight bills were passed. The session recorded impressive productivity figures, with the Lok Sabha achieving 111% and the Rajya Sabha 121% productivity.

Lok Sabha Highlights
Before the adjournment, Lok Sabha Speaker Om Birla noted that the session comprised 15 sittings, lasting 92 hours and 25 minutes. Among the key bills passed was the Developed India-Gi Ram Ji Bill, 2025, which replaces the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA), despite strong opposition protests.

Other bills passed included:

  • Nuclear Energy (Sustainable Utilization and Promotion for Peace) Bill, 2025
  • Sabka Bima Sabki Raksha (Insurance Laws Amendment) Bill, 2025
  • Supplementary Demands for Grants (2025-26) – First Batch and Related Appropriation (No. 4) Bill, 2025
  • Repeal and Amendment of Obsolete Laws Bill, 2025
  • Manipur Goods and Services Tax (Second Amendment) Bill, 2025
  • Central Excise (Amendment) Bill, 2025
  • Health Security to National Security Cess Bill, 2025

The Developed India Education Institutions Bill, 2025 was referred to a parliamentary committee for further review. Similarly, the Securities Market Code Bill, 2025, introduced by Finance Minister Nirmala Sitharaman, was sent to the Departmental Standing Committee for consideration.

Key Discussions
The House also debated the 150th anniversary of the national song, Vande Mataram, which lasted 11 hours and 32 minutes with participation from 65 members. A three-day discussion on electoral reforms involved 63 members. During the session, 408 matters were raised during Zero Hour, 372 under Rule 377, 300 starred questions were addressed, and 72 starred questions were orally answered, along with 3,449 unstarred questions.

Rajya Sabha Productivity
Before the Rajya Sabha adjournment, Chairman C.P. Radhakrishnan praised the session as highly productive, with nearly 92 hours of sittings and 121% productivity. He highlighted key legislative achievements, including eight bills passed or returned, the adoption of the Water (Pollution Prevention and Control) Amendment Act, 2024 with 212 members present, and the presentation of 59 private member bills.

Radhakrishnan emphasized the increased engagement during Zero Hour, noting 208 matters and 87 special mentions, and lauded the quality of debates, particularly on the 150th anniversary of Vande Mataram and electoral reforms.

The session concluded with both Houses demonstrating high legislative efficiency and robust debate, reflecting the vibrancy of India’s parliamentary democracy.
