Parliament Budget Session 2026 Live: Congress MPs Hurl Abuses at Speaker, Priyanka Gandhi and KC Venugopal Accused of Incitement – Kiren Rijiju

The ongoing Budget Session of Parliament has been marked by daily disruptions. On Tuesday, opposition MPs moved a no-confidence motion against Lok Sabha Speaker Om Birla. In response, Speaker Birla decided not to attend the House until the motion is addressed. Today, the opposition may target the government on issues including the India-US trade deal and former Army Chief General Manoj Mukund Naravane’s book.

Disruptive Conduct in the Lok Sabha
Union Parliamentary Affairs Minister Kiren Rijiju alleged that at least 20-25 Congress MPs entered the Speaker’s chamber and verbally abused him. “The Speaker is a very patient individual, otherwise strict action would have been taken. Senior Congress leaders, including Priyanka Gandhi Vadra and KC Venugopal, were present inside and encouraged the MPs,” Rijiju stated.

Opposition Leader Rahul Gandhi to Speak
The Leader of Opposition, Rahul Gandhi, is expected to address the Lok Sabha around noon. Parliamentary proceedings continue amid the opposition’s slogans and interruptions.

Issues Raised in the Rajya Sabha
In the Rajya Sabha, matters such as deaths due to open potholes were highlighted. AAP MP Ashok Kumar Mittal cited cases ranging from Noida to Rohini to emphasize the safety concerns.

No-Confidence Motion Procedural Issues
The notice submitted by opposition MPs to move a no-confidence motion against Speaker Om Birla contained several discrepancies. The Speaker directed the secretariat to correct the notice before proceeding with the motion.

Political Reactions
BJP MPs criticized the opposition for lack of substantive issues. Minister Chirag Paswan said, “Due to Rahul Gandhi’s insistence, the Budget Session’s proceedings have been completely disrupted. While the opposition has the right to raise its issues, no constructive dialogue is taking place because of Rahul Gandhi’s obstinacy. Bringing a no-confidence motion against the Speaker, who has always ensured equal opportunity for both sides, is deplorable.”

Congress MP Ranjit Ranjan commented on the Naravane book controversy, saying, “This is merely an attempt to divert attention from real issues. The Delhi Police is under the Home Ministry. Why is this kind of environment being created? If Naravane had lied, say it clearly.”

Shashi Tharoor expressed support for his party’s decision on the no-confidence motion, urging both sides to cooperate and maintain parliamentary decorum.

Upcoming Developments
The no-confidence motion against Speaker Om Birla has been submitted under Rule 94(c) by 118 opposition MPs, led by Congress Deputy Leader Gaurav Gogoi. Discussions on the motion could begin on 9 March during the second phase of the Budget Session.
