
New Delhi: During the ongoing Winter Session of Parliament, Lok Sabha Speaker Om Birla expressed his displeasure on Wednesday after noticing MPs taking photos inside the House. He specifically addressed RJD MP Abhay Sinha, warning:
“You’ve taken a photo today. Next time, if photos are clicked, I will have to take action. Maintain the dignity of the House.”
Strict Rules on Photography and Video Recording
The Parliament has stringent regulations regarding photography and video recording. No MP, journalist, or visitor is allowed to click photos, record videos, or live stream proceedings using mobile phones or cameras inside either the Lok Sabha or Rajya Sabha. Only cameras authorized by Lok Sabha TV, Rajya Sabha TV, or the Parliament Secretariat are permitted to record the proceedings. Any other form of recording is strictly prohibited.
Speaker’s Authority
Using mobile cameras, taking selfies, or attempting any photography inside the House is considered a breach of the Code of Conduct, and the Speaker or Chairperson has the authority to take immediate action. Photography is only allowed in designated areas outside the House, while sensitive zones like committee rooms, MPs’ entry points, and security-restricted areas remain off-limits.
Rules for Journalists
Journalists can film only from locations approved by the Parliament Secretariat. Violations can result in warnings, disciplinary action, removal from the House, or even bans on future access.
