
New Delhi, January 15, 2026 – Prime Minister Narendra Modi inaugurated the 28th Commonwealth Speakers and Presiding Officers’ Conference (CSPOC) at the Constitution Hall, welcoming delegates from 42 countries, including 61 speakers and parliamentary officers. The conference, held in India for the fourth time, focused on the theme “Effective Delivery of Parliamentary Democracy.”
Addressing the gathering, PM Modi emphasized India’s democratic strength, saying, “Diversity is the strength of our democracy. While the world once doubted whether democracy could survive in India, we have proved it to be resilient and inclusive. Public welfare remains our highest priority.”
India’s Global Achievements Highlighted
PM Modi outlined India’s rapid growth and global standing:
- India is the fastest-growing major economy in the world.
- The Unified Payments Interface (UPI) is the largest digital payment system globally.
- India is the world’s largest vaccine producer.
- It is the second-largest steel producer worldwide.
- India hosts the third-largest startup ecosystem.
- The country has the third-largest aviation market.
- India’s rail network ranks fourth globally, with the third-largest metro network.
Significance of Constitution Hall
The Prime Minister highlighted the historical importance of the venue, stating that Constitution Hall was where the Indian Constitution was drafted during the final years of colonial rule. Since independence, the hall has served as India’s Parliament for 75 years. “This place, dedicated to democracy, has witnessed crucial decisions shaping India’s future,” he said.
Democracy Anchored in Diversity and Inclusion
PM Modi said that India transformed its diversity into the greatest strength of its democratic system. “Despite early doubts, India has ensured that democratic institutions and processes deliver stability, speed, and scale,” he noted. He added that India’s democracy is driven by a commitment to last-mile delivery of welfare schemes, which has lifted 25 crore people out of poverty in recent years.
He also underscored India’s global leadership, saying, “On every international platform, India champions the interests of the Global South. During our G20 presidency, India placed the concerns of the Global South at the center of the global agenda.”
Women’s Leadership in Indian Democracy
Highlighting gender representation, PM Modi remarked, “Women are not only participants but leaders in Indian democracy. The President of India and the Chief Minister of Delhi are women. Across rural and local bodies, India has about 1.5 million elected women representatives, making up nearly 50% of grassroots leadership, an unprecedented global achievement.”
Vibrancy and Inclusivity of Indian Democracy
PM Modi added that India’s democracy thrives in diversity, with hundreds of languages spoken, over 900 TV channels broadcasting in regional languages, and thousands of newspapers and magazines published daily, showcasing the inclusivity and vibrancy that define Indian democracy.
Lok Sabha Speaker Om Birla’s Remarks
On the occasion, Lok Sabha Speaker Om Birla said, “We are gathered here in the world’s largest democracy to share parliamentary practices, initiatives, and experiences. Our Parliament’s seven-decade journey has strengthened democracy through people-centric policies.”
