He added, “A moving train symbolizes a nation in motion, and the army moves with it. Duty does not pause for ceremonies; the ceremony moves with duty. Leadership is recognized where the soldier is. This could very well be one of the rarest, perhaps the first promotion parades in the world conducted on a moving train.”
