Which U.S. States Hire the Most H-1B Visa Workers? California Leads, Trump’s Fee Hike Sparks Legal Battle

New Delhi: Every year, the United States issues 65,000 H-1B visas, with an additional 20,000 reserved for candidates holding degrees from U.S. universities. These visas are crucial for hiring skilled workers across sectors such as technology, healthcare, finance, and education.

In September, former President Donald Trump announced a $100,000 fee for H-1B visa applications, a move that has caused significant concern among U.S. companies relying on foreign talent. Many tech companies and essential services argue that the fee hike makes hiring foreign workers prohibitively expensive.

States Relying Heavily on H-1B Workers

A total of 20 U.S. states have filed lawsuits challenging the fee increase, claiming it is unlawful and could disrupt essential services. H-1B workers are employed not only in tech firms but also in hospitals, schools, and other critical sectors. The legal challenge reflects the heavy dependence of certain states on these skilled workers.

Top States for H-1B Visa Hiring in 2025

  • California: 13,555 visas
  • Texas: 7,212 visas
  • New York: 7,165 visas
  • New Jersey: 4,651 visas
  • Virginia: 4,378 visas

States with the Highest H-1B Workforce

California continues to host the largest number of H-1B visa holders, followed by Texas, New York, New Jersey, and Virginia. These states attract skilled workers due to the presence of major technology companies, research institutions, and healthcare facilities.

The H-1B visa program remains a critical pathway for global talent to contribute to the U.S. economy, and any policy changes directly impact both employers and workers.
