SSC Introduces New ‘Seat Fix-Float’ Scheme: Final Merit List Based on Candidate Preference

In an exclusive conversation with Navbharat Times, SSC Chairman S. Gopalakrishnan revealed that the Staff Selection Commission (SSC) is introducing a new scheme to give candidates more flexibility in job allocation. Under this plan, candidates will have the option to either “fix” their allotted seat or “float” it, allowing the final merit list to be prepared according to their preferences.

Increasing Joining Rates Through Choice
SSC has previously improved attendance by allowing candidates to choose their preferred exam centers. Now, the commission aims to ensure that most candidates selected for various posts actually join. Based on data from previous years, around 20–30% of candidates who are selected do not join, leaving vacancies that are rolled over to the next year’s exam. The new Seat Fix-Float scheme is designed to address this issue.

How the Scheme Works
For large-scale exams such as the Combined Graduate Level (CGL), which sees 30–50 lakh applicants, a tentative list of selected candidates will be published first. Candidates will then be asked whether they wish to accept the offered post. They can either freeze (fix) their choice or float it to consider other options. The final merit list will be based on these preferences, increasing the likelihood of filling all vacancies.

Chairman Gopalakrishnan explained that the scheme ensures posts left vacant by non-joining candidates can be offered to other willing candidates. In the pilot project, merit lists will be issued in two rounds, maximizing appointments.

Single-Shift Examination
The CGL Tier-2 exam 2025 will be conducted in a single shift on 18 January 2026 for a record 1.32 lakh candidates. There will be one question paper, no normalization, and examinations will take place at over 400 centers using laptops. The single-shift model has also been validated by the courts as more effective for direct recruitment.

Exam Schedule for 2026
SSC has released a tentative schedule for 12 exams in 2026. The CGL Tier-1 exam will now be held two months earlier, in May–June, with registrations starting in March. Similarly, the Combined Higher Secondary Level (CHSL) Tier-1 exam will be conducted in July–August, with registration beginning in April. The commission anticipates over 30 lakh applications for CGL and more than 50 lakh for Constable GD exams this year.
