French Speakers Get Priority
In 2026, Canada has reserved 5,000 PR slots specifically for French-speaking applicants, aiming to increase the Francophone population outside the province of Quebec. This initiative by Immigration, Refugees and Citizenship Canada (IRCC) encourages foreign workers to learn French before moving to Canada, improving their chances of securing permanent residency. French and English are the two official languages of Canada, with Quebec having the highest concentration of French speakers.

The reserved slots will be available both through federal PR selection and through provincial nominations. Canadian provinces can nominate foreign workers for PR based on labor market needs. These slots primarily target jobs facing workforce shortages, ensuring that incoming French-speaking workers contribute to local economies while filling critical gaps.

With the 5,000 PR slots reserved, most provinces outside Quebec will now be able to attract and retain French-speaking workers. The program helps states address labor shortages while promoting linguistic diversity. In 2025, Canada set a target to settle 8.5% French-speaking immigrants outside Quebec; in practice, 8.9% were successfully placed, exceeding the target.
