“Carry Your Documents”: Foreign Students in the U.S. Advised Amid Strict Immigration Checks

Foreign students studying in the United States are feeling the impact of the Trump administration’s stringent immigration policies. Across the country, increased enforcement by the Immigration and Customs Enforcement (ICE) has led to random stops on streets, where officers check whether individuals are legally present in the U.S.

In response, University of Pennsylvania, an Ivy League institution, has issued new guidelines for its international students and scholars, urging them to always carry their immigration documents. According to a report by The Daily Pennsylvanian, the university’s International Student and Scholar Services (ISSS) sent an email advising students on which documents they should have when stepping outside.

Which Documents to Carry?

ISSS has instructed students residing in Philadelphia to keep copies of essential immigration documents at all times. These include their passport, visa pages, Form I-20, and Form I-94. Students on Optional Practical Training (OPT) must also carry their Employment Authorization Document (EAD) and OPT I-20 forms. Where necessary, students should have the USCIS approval notice, and green card holders are advised to carry a photocopy of their card.

The university emphasized, “As an international student or scholar at the University, it is essential that you maintain your legal status in the United States.”

When Are Original Documents Required?

Students traveling outside Philadelphia are required to carry original immigration documents rather than copies. The ISSS advised that in case an ICE officer stops a student, they should remain calm, respond politely, and provide requested documents. Students were also cautioned about potential scams and reminded not to share personal information over suspicious phone calls. In such cases, they should immediately hang up and notify the police.

The email further recommended that students memorize the university’s public safety department phone number, which is available at all times on and off campus, including during domestic and international travel.
